Plans for exams to be known tomorrow

Details of how national examinations will be conducted will be known tomorrow during a  meeting to be chaired by Education Cabinet Secretary George Magoha (pictured) and his Interior counterpart Fred Matiang'i.

Coming only three weeks to the exams, the meeting will discuss the administration of the tests and how to secure exam materials.

Top security and Ministry of Education officials will attend the meeting to be held at the Kenya School of Government in Lower Kabete, Nairobi.

It is expected that Prof Magoha and Dr Matiang'i will deliver a national examination roadmap, complete with new measures to be employed in the management of the tests in light of Covid-19 challenges.

The biggest headache will be how to manage huge crowds at the containers as officials pick up and drop off papers.

All centre managers, who are also school heads, pick up and drop off examination question papers during the entire period of national examinations.

A total of 479 containers will be used to store examination materials, according to a Kenya National Examination Council (Knec) report.

The Standard established that during tomorrow's meeting, security officials will be given keys to the metallic containers ahead of the tests.

Some 1,088,986 candidates will sit the Kenya Certificate of Primary Education (KCPE), while another 699,745 will sit the Kenya Certificate of Secondary Education (KCPE) exams.

The exams were moved from the traditional October/November period to March/April after lengthy school closures to mitigate the spread of Covid-19.

The revised timetables show KCPE will start on March 22, just two days after the end of the third term. The three-day exams will end on March 24, one day before the start of KCSE exams. The Form Four national exams will last three weeks and three days.

Head teachers in England have hit out at the government for failing to draw up contingency plans for exams in case schools are disrupted beyond September.

The Association of School and College Leaders says ministers need to do more than "tinker at the edges" if next year's exams are to be fair to pupils.

Exams regulator Ofqual has proposed delaying next year's GCSE and A-level exams from May to early June.

But heads have raised concerns of further lockdowns in the winter months.

In its response to Ofqual's consultation on exams in 202l, ASCL called for "radical changes" to make them fairer to students.

'Intermittent isolation'

Leader of the head teachers' union, Geoff Barton, said it was "bordering on reckless" not to draw up contingency plans in case large numbers of students are unable to take exams next summer.

"It isn't going to be business as normal next academic year," he said, adding that not only would students have missed a huge amount of time, they are likely to have to "intermittently self-isolate" and face further lockdowns during the next academic year.

This will make the situation "even more challenging," he said.

"It simply isn't going to be possible for all students to cover all the content in GCSEs and A-levels to the depth required.

"Most worrying of all, is the complete absence of a contingency plan in the event that large numbers of students are unable to take exams next summer."

Open book exams?

He added: "It is bordering on reckless to have no Plan B when they have literally experienced at first-hand an real national lockdown.

GCSE and A-level students not happy with the calculated grades awarded this summer can resit in the autumn

"The government and Ofqual really do need to think again about the planning for next summer's exams, hoping for the best, but preparing for the worst."

ASCL called on Ofqual to consider:

  • introducing more choice in questions so those who have missed out on parts of the syllabus face less disadvantage,
  • the possibility of open book exams in English or formula sheets in math and science - in recognition of the reduced time pupils have had to learn,
  • a parallel system of grading by the school, similar to that being used this year, which could help inform the grades of students who may have to miss exams.

Both the Prime Minister and the Education Secretary Gavin Williamson have said all pupils will return full-time in September.

They will be required to keep groups of pupils separate as they are now, while schools are open to a limited degree.

But the so-called "bubbles" of pupils will be much larger, and in secondary school would include entire year groups featuring hundreds of pupils.

The aim is to reduce the need for social distancing within these groups which takes up more classroom space, meaning limited number of pupils could be accommodated at any one time.

Schools are to work with local public health teams if suspected Covid-19 cases emerge.

But the larger groups introduces the possibility of larger groups of pupils being sent home in the event of confirmed or suspected cases.
