How credible are lie detector tests?

There are calls for Brett Kavanaugh to take a lie detector test as part of an investigation into alleged sexual misconduct

In a secure basement room of the US Capitol building, senators are reading a secretive FBI report into allegations of sexual misconduct made against Supreme Court nominee Brett Kavanaugh.

The contents of the report are not meant to be revealed, and there has been some criticism that the scope of the investigation has not been wide enough.

Throughout the investigation senior Democrats have called for Mr Kavanaugh to take a lie detector test. One of his accusers, Christine Blasey Ford, has already done so.

But how accurate are these tests? And how do they work? Let's start with the basics...

What is a polygraph test?

In short, polygraph tests record a number of different bodily responses which can then be used to determine whether someone is telling the truth.

They usually measure things like blood pressure, changes in a person's breathing, and sweating on the palms.

"The polygraph, like any other lie detection technique, measures an indirect effect of lying," says Dr Sophie van der Zee, who has expertise in forensic psychology and has researched deception for many years.

"There's no human equivalent of Pinocchio's nose," she says. "But lying can increase stress... and with lie detection techniques you can measure the behavioural and physiological changes that occur when you feel stress."

So polygraph tests do not measure deception or lying directly, but rather possible signs that a person could be deceiving the interviewer.

This information is then used in conjunction with everything else that is known about the person to form a clearer picture of whether or not they are being truthful.

How are they carried out?

Polygraphs have been used around the world, in countries such as Japan, Russia and China, but the technology remains largely the same.

"There's a fairly long pre-test interview that lasts for about an hour," says Prof Don Grubin, who has trained polygraph examiners in the UK. "This focuses the individual on the questions they're going to be asked and tries to remove any outside distractions."

This is followed by a practice test, which usually involves a number of straightforward questions. The aim is to relax the individual so they are comfortable and able to understand how the process works.

"There are no surprise questions because that in itself will trigger a response," Prof Grubin says. "What you're going to be asked is known."

The equipment is then attached, and it usually includes a blood pressure monitor, electrodes which are placed on the fingers or palm, and two tubes which are wrapped around the chest and stomach.

"There may be something that's put on the tip of the finger that records blood flow and they also use something called a movement detector which is on the seat and picks up if you're trying to beat the test," Prof Grubin explains.

"You'll probably be attached to the equipment for 10-15 minutes but you'll be in the room for about two hours," he says.

Interviewers ask a number of control questions during the test and then compare the responses to the key questions. It finishes with a post-test interview, where the person will be able to explain any responses they showed.

Can you cheat?

Yes, according to the experts.

"There's no question that you can beat a polygraph test but you really need the training to do it," says Prof Grubin.

"You see websites telling you how to, but the reality is if you just go in and take a polygraph while hoping to beat it then you're not going to."

He says that it requires sitting down and practising with a trained examiner. But for those who don't have a qualified questioner to hand - what methods can work?

"You might put a tack in your shoe which will cause, for example, a big increase in your sweating response," Prof Grubin says. "Any sort of muscular activity or movement because you need to sit still."

"There are various drugs that people try but they tend not to be successful," he adds.

But he cautions that most examiners will be able to spot any covert attempt to beat the test.

So do they work?

The credibility of the polygraph was challenged almost as soon as it was invented in 1921, and there is much debate about its accuracy.

Some experts say the fundamental premise is flawed.

"It does not measure deception, which is the core problem," says Prof Aldert Vrij, who has written extensively on the subject. "The idea is that liars will show increased arousal when answering the key questions, whereas truth tellers will not.

"But there is no sound theory to back this up."

Dr van der Zee says that, because taking a lie detector test can be a stressful experience, it can sometimes present innocent people as guilty.

"People being interviewed with a polygraph are likely to feel stressed. So whilst the polygraph is quite good at identifying lies, it is not very good at identifying truths," she says.

But Prof Grubin says there are a number of different reasons why a test may be inaccurate. These include the questions being poorly formulated and the interviewer misreading the results.

"If the examiner is well-trained, if the test is properly carried out, and if there's proper quality controls, the accuracy is estimated between 80%-90%," he says, adding that this is higher than the average person's ability to tell if someone is lying.

However, he says that interviewing victims presents a separate problem.

"Testing victims is a whole different ball game because of the nature of what they're being asked about, you would expect a lot of arousal anyway," he says.

This means a victim, especially one recounting a traumatic experience, may appear as if they are lying because they are in an emotional state.

Ultimately, experts say there are many caveats to polygraphs and a number of different factors which can lead to an inaccurate result.

Sigrist comes to Avaya from Polycom, where he was most recently senior vice president and general manager for video solutions, and was previously head of the Network Systems unit.

Sigrist is making the move just as Avaya plants a flag in video. Avaay's Flare Experience, announced last week, is a collaboration dashboard designed to run on both desktop and mobile host devices, including Avaya's new Android-based tablet, the Avaya Desktop Video Device.

Avaya also fattened up its video portfolio with a number of new endpoints and services offerings that, for the first time, supply the vendor a true end-to-end video and UC offering. At the time of the announcement, Avaya VARs told CRN they saw it as a big step forward for Avaya, especially as UC competition with Cisco, Microsoft, Siemens and a host of other vendors heats up.

It will be up to Sigrist to keep Avaya's video momentum humming and make the video story a compelling one for those VARs that have hitched their wagons to Avaya Aura, the company's virtualized UC platform.

Sigrist will be based in Avaya's Santa Clara, Calif. office, according to a brief statement from the vendor. He's only the latest in a slew of executive changes at Avaya this year.

Polycom confirmed Sigrist's departure earlier this week, though not where he was headed, in the midst of making several new executive appointments itself.

Test and trace consultants ‘paid £7,000 day rates by Government’

Private sector consultants are being paid day rates of around ÂŁ7,000 by the Government to help with its coronavirus test and trace system, according to reports.

Sky News said it has seen documents revealing Boston Consulting Group (BCG) was paid about £10 million for around 40 consultants to provide four months’ work between the end of April and late August.

The broadcaster said the Department of Health and Social Care (DHSC) received a 10 to 15% discount from BCG, whose day rates for public sector work range from ÂŁ2,400 to ÂŁ7,360 for the most senior consultants.

Its report comes amid ongoing criticism of the Government’s £12 billion test and trace system.

The DHSC said efforts to set up NHS Test and Trace required it to work with public and private sector partners, with “every pound spent” going towards keeping people safe and ramping up testing capacity.

But Labour’s shadow health secretary Jonathan Ashworth, responding to the reports, said: “The figures being spent on this broken system are truly shocking.”

He added: “Testing and contact tracing is failing to keep the virus under control, which makes it even more disgraceful that such huge sums of money are being spent on something that isn’t fit for purpose.”

Mr Ashworth reiterated Labour’s call for a “short circuit-break” lockdown to “fix the failing test and trace system and to ultimately save lives”.

Raising the consultant payments reports in the Commons, Labour MP Toby Perkins said: “You won’t find dedicated public servants being paid £7,500 a day.”

He added: “But what you will find is a basic competence, a knowledge of their area, a desire to make sure that the systems work before they are implemented.

“And that is what they need right now in their system.”

Meanwhile, Liberal Democrat MP Munira Wilson commented: “Just imagine how far that money would go if it was given to local authorities.

“They are paying these consultants the weekly equivalent of what a nurse earns in a year.”

Major companies such as Deloitte, PwC and BCG have been working on the Government’s response to the Covid-19 pandemic, managing the track and trace system, the purchase of personal protective equipment (PPE) and the search to produce working ventilators.

Sky News reported last week that more than a thousand consultants from Deloitte were working on the NHS Test and Trace programme, on day rates of as much as ÂŁ2,360.

The broadcaster said documents showed the Government had since hired more private sector consultants to work on its Moonshot mass testing programme.

Some 165 consultants were recruited to work on the scheme between now and November, Sky News said.

This includes 84 more from Deloitte, 31 from EY and 50 from KPMG, with a further 42 roles potentially available for consultants.

Tamzen Isacsson, chief executive of the Management Consultancies Association (MCA), said a large number of consultancy firms had been brought in during the pandemic to support “critical government projects”, including NHS Test and Trace.

“The consulting sector has provided multi-disciplinary capabilities and senior experience very quickly to support Government and has helped deal with complex negotiations around data, infrastructure and procurement at pace,” she said.

Ms Isacsson said MCA member firms used by the Government had been procured through “competitively tendered Crown Commercial Service frameworks which evaluate bidding firms against quality and cost criteria”.

Contracts required firms to “upskill civil servants” and “transfer knowledge”, Ms Isacsson.

“It’s processing 270,000 tests a day and nearly 700,000 people who may otherwise have unknowingly been at risk of spreading coronavirus have been contacted.

“To build the largest diagnostic network in British history, it requires us to work with both public and private sector partners with the specialist skills and experience they need.

“Every pound spent is contributing towards their efforts to keep people safe as they ramp up testing capacity to 500,000 tests a day by the end of October.”

REVEALED: Fury as test and trace consultants paid more than ÂŁ7,000 a day

Private sector consultants are being paid day rates of around ÂŁ7,000 by the Government to help with its coronavirus test and trace system, according to reports.

Sky News said it has seen documents revealing Boston Consulting Group (BCG) was paid about £10 million for around 40 consultants to provide four months’ work between the end of April and late August.

The broadcaster said the Department of Health and Social Care (DHSC) received a 10 to 15% discount from BCG, whose day rates for public sector work range from ÂŁ2,400 to ÂŁ7,360 for the most senior consultants.

Its report comes amid ongoing criticism of the Government’s £12 billion test and trace system.

The DHSC said efforts to set up NHS Test and Trace required it to work with public and private sector partners, with “every pound spent” going towards keeping people safe and ramping up testing capacity.

But Labour’s shadow health secretary Jonathan Ashworth, responding to the reports, said: “The figures being spent on this broken system are truly shocking.”

He added: “Testing and contact tracing is failing to keep the virus under control, which makes it even more disgraceful that such huge sums of money are being spent on something that isn’t fit for purpose.”

Mr Ashworth reiterated Labour’s call for a “short circuit-break” lockdown to “fix the failing test and trace system and to ultimately save lives”.

Raising the consultant payments reports in the Commons, Labour MP Toby Perkins said: “You won’t find dedicated public servants being paid £7,500 a day.”

He added: “But what you will find is a basic competence, a knowledge of their area, a desire to make sure that the systems work before they are implemented.

“And that is what they need right now in their system.”

Meanwhile, Liberal Democrat MP Munira Wilson commented: “Just imagine how far that money would go if it was given to local authorities.

“They are paying these consultants the weekly equivalent of what a nurse earns in a year.”

Major companies such as Deloitte, PwC and BCG have been working on the Government’s response to the Covid-19 pandemic, managing the track and trace system, the purchase of personal protective equipment (PPE) and the search to produce working ventilators.

Sky News reported last week that more than a thousand consultants from Deloitte were working on the NHS Test and Trace programme, on day rates of as much as ÂŁ2,360.

The broadcaster said documents showed the Government had since hired more private sector consultants to work on its Moonshot mass testing programme.

Some 165 consultants were recruited to work on the scheme between now and November, Sky News said.

This includes 84 more from Deloitte, 31 from EY and 50 from KPMG, with a further 42 roles potentially available for consultants.

Tamzen Isacsson, chief executive of the Management Consultancies Association (MCA), said a large number of consultancy firms had been brought in during the pandemic to support “critical government projects”, including NHS Test and Trace.

“The consulting sector has provided multi-disciplinary capabilities and senior experience very quickly to support Government and has helped deal with complex negotiations around data, infrastructure and procurement at pace,” she said.

Ms Isacsson said MCA member firms used by the Government had been procured through “competitively tendered Crown Commercial Service frameworks which evaluate bidding firms against quality and cost criteria”.

Contracts required firms to “upskill civil servants” and “transfer knowledge”, Ms Isacsson.

Practice Test

The questions that follow are designed to make prospective students aware of the mathematics background required for those intending to take courses that are designated as Quantitative/Analytical (Q courses). If you do not achieve a passing score on the actual test, you will be required to enroll in and pass the course FAN X99: Foundations of Analytical and Quantitative Reasoning prior to taking any Q courses at SFU.

You should be aware of the following conditions when you attempt this practice test:

  1. The passing score on the Q Placement Test is 20 correct answers out of the 30 questions. The practice test does not keep track of your success rate - you will have to keep track of it yourself.
  2. You may take as much time as you like to complete the practice test. However, the actual test will be timed: you will have 1.5 hour for completion of the test.
  3. On the practice test, you will be allowed multiple attempts at each question. On the actual test, you will be allowed to attempt each question only once.
  4. You may take the practice test as many times as you wish. However, you will be allowed to take the actual test only once.
  5. You will have to write the actual test in person at the SFU Burnaby campus, and you will have to book a specific time to take it. You will not be permitted to bring any electronic devices to the test, but the software you will be using will allow you to use a basic four-function calculator if you wish to do so.
