Transparency is critical to their credibility with the public and their subscribers. Whenever possible, they pursue information on the record. When a newsmaker insists on background or off-the-record ground rules, they must adhere to a strict set of guidelines, enforced by AP news managers.

 Under AP's rules, material from anonymous sources may be used only if:

 1. The material is information and not opinion or speculation, and is vital to the report.

 2. The information is not available except under the conditions of anonymity imposed by the source.

 3. The source is reliable, and in a position to have direct knowledge of the information.

 Reporters who intend to use material from anonymous sources must get approval from their news manager before sending the story to the desk. The manager is responsible for vetting the material and making sure it meets AP guidelines. The manager must know the identity of the source, and is obligated, like the reporter, to keep the source's identity confidential. Only after they are assured that the source material has been vetted by a manager should editors and producers allow it to be used.

 Reporters should proceed with interviews on the assumption they are on the record. If the source wants to set conditions, these should be negotiated at the start of the interview. At the end of the interview, the reporter should try once again to move onto the record some or all of the information that was given on a background basis.

 The AP routinely seeks and requires more than one source when sourcing is anonymous. Stories should be held while attempts are made to reach additional sources for confirmation or elaboration. In rare cases, one source will be sufficient – when material comes from an authoritative figure who provides information so detailed that there is no question of its accuracy.

 We must explain in the story why the source requested anonymity. And, when it’s relevant, they must describe the source's motive for disclosing the information. If the story hinges on documents, as opposed to interviews, the reporter must describe how the documents were obtained, at least to the extent possible.

The story also must provide attribution that establishes the source's credibility; simply quoting "a source" is not allowed. They should be as descriptive as possible: "according to top White House aides" or "a senior official in the British Foreign Office." The description of a source must never be altered without consulting the reporter.

 We must not say that a person declined comment when that person the person is already quoted anonymously. And they should not attribute information to anonymous sources when it is obvious or well known. They should just state the information as fact.

Stories that use anonymous sources must carry a reporter's byline. If a reporter other than the bylined staffer contributes anonymous material to a story, that reporter should be given credit as a contributor to the story.

 All complaints and questions about the authenticity or veracity of anonymous material – from inside or outside the AP – must be promptly brought to the news manager's attention.

 Not everyone understands “off the record” or “on background” to mean the same things. Before any interview in which any degree of anonymity is expected, there should be a discussion in which the ground rules are set explicitly.

These are the AP’s definitions:

On the record. The information can be used with no caveats, quoting the source by name.

Off the record. The information cannot be used for publication. Background. The information can be published but only under conditions negotiated with the source. Generally, the sources do not want their names published but will agree to a description of their position. AP reporters should object vigorously when a source wants to brief a group of reporters on background and try to persuade the source to put the briefing on the record.

Deep background. The information can be used but without attribution. The source does not want to be identified in any way, even on condition of anonymity.

In general, information obtained under any of these circumstances can be pursued with other sources to be placed on the record.

ANONYMOUS SOURCES IN MATERIAL FROM OTHER NEWS SOURCES

Reports from other news organizations based on anonymous sources require the most careful scrutiny when they consider them for their report.

AP's basic rules for anonymous source material apply to material from other news outlets just as they do in their own reporting: The material must be factual and obtainable no other way. The story must be truly significant and newsworthy. Use of anonymous material must be authorized by a manager. The story they produce must be balanced, and comment must be sought.

Further, before picking up such a story they must make a bona fide effort to get it on the record, or, at a minimum, confirm it through their own reporting. They shouldn't hesitate to hold the story if they have any doubts. If another outlet’s anonymous material is ultimately used, it must be attributed to the originating news organization and note its description of the source.

ATTRIBUTION

 Anything in the AP news report that could reasonably be disputed should be attributed. They should give the full name of a source and as much information as needed to identify the source and explain why the person s credible. Where appropriate, include a source's age; title; name of company, organization or government department; and hometown. If they quote someone from a written document – a report, email or news release -- they should say so. Information taken from the internet must be vetted according to their standards of accuracy and attributed to the original source. File, library or archive photos, audio or videos must be identified as such. For lengthy stories, attribution can be contained in an extended editor's note detailing interviews, research and methodology.

There are a few reasons why opening a 2-year CD right now — and putting $15,000 into it — makes a lot of sense. Here's what you need to know.

Rates are high right now – but that might not last

Finding a high interest rate can be the key to a successful savings strategy. The higher your interest rate, the more passive income you earn. 

Depending on where you look, you could get a rate of 5.25% or higher on a 2-year CD, especially at online-only banks. Since online financial institutions do not have the same overhead costs as brick-and-mortar banks, they can typically offer higher rates to customers.

Rates are high right now because the Federal Reserve has repeatedly raised the federal funds rate over the past 18 months. The Fed's actions have largely been in an attempt to fight inflation — and, so far, it has worked. Inflation has fallen from more than 9% year-over-year in June 2022 to just over 3% in November 2023. 

In turn, the Fed has paused interest rates for the last three consecutive meetings and indicated that rate cuts could be coming in 2024. If this happens, CD rates could also drop, so now is the time to lock in a high rate on a CD.

CD rates aren't variable; they're fixed. That means the interest rate you got when you opened the account will be what you earn for the entire CD term, no matter what happens with the overall rate environment. If you open a 2-year CD with an interest rate of 5.25% today, you'll receive that rate for the full two years, even if Fed actions lead your bank to make rate cuts.

The tradeoff is that you have to keep your money in the CD for the entire two-year term. There are typically early withdrawal penalties for taking money out of a CD early, so make sure you won't need to touch the $15,000 you plan to deposit before opening the account.

The risk is minimal

The returns on a CD won't make you rich, but you can earn a respectable amount of interest. For example, if you put $15,000 into a 2-year CD earning 5.25% interest right now, you'd earn $1,616.34 in interest by the end of the term.

Application Requirements

To apply for the Level 2 School a coach must:

• Be a current USATF member and at least 18 years of age
• Hold a current USATF Level 1 certificate
• Have a minimum of 3 years of track and field, cross country, club or personal run coaching experience

Course Classifications

FIRST TIME PARTICIPANT

Anyone attending the USATF Level 2 School for the first time is required to register as a first-time participant. This group reviews online sports science content prior to day 1 of the Level 2 School.

ALUMNI

Alumni have previously taken the Level 2 School and are returning to review an additional event area. Alumni are not required to review the Sports Science modules.

YOUTH SPECIALIZATION

The Youth Specialization discipline is designed to address the needs of those seeking advanced training in coaching the developing athlete. The program supports youth, middle and high school coaches as they face challenges ranging from introducing the sport to novices to the unique concerns associated with preparing young elite athletes striving for spots on the podium at state, national, and international championships.

SPORTS SCIENCE Modules

The Level 2 Sports Science course includes lecture videos, supplemental readings, insight discussions, and quizzes across biomechanics, physiology, skill acquisition, and training theory. Enrollment is encouraged at least 30 days prior to the Level 2 School start and required for all first time participants. Course completion is rated at 20 hours.

You might have already seen the pretty pictures in pastel colors online — a small netbook-like computer with a full-size keyboard. This, while a render, is what the MNT Pocket Reform is going to look like. Reminiscent of the netbook aesthetic in all the right ways, it’s a small device with a mechanical keyboard taking as much space as possible, trackball for navigation, and they assume, exactly the kind of screen that’d be comfortable to use.

We’ve reviewed the MNT Reform a year ago, and this device inherits a lot of its good parts. The motherboard’s connectivity is likely subject to change, but on the motherboard renders, they can spot three USB-C ports, a Micro HDMI port, a microSD card slot, ix Industrial Ethernet, and M.2 B-key and M-key slots for WWAN and SSD cards respectively.

If you expected computational specs, there isn’t really a specific CPU+RAM configuration announced – for a good reason. The Pocket Reform takes advantage of the CPU card concept designed into the MNT Reform – able to take a card with an NXP i.MX8M CPU, Raspberry Pi CM4, Pine SOQuartz, a Kintex-7 FPGA, or any of the cards yet to be developed. The design files are open-source, the prototype motherboards have been ordered, mechanical usability aspects have been worked through. This is a very compelling project, and they can’t wait to see it bear fruit!

The Destiny community spent half of last week trying to decipher uncovered armor leaks from PAX, paired with glimpses at different sets features in blog posts or trailers, and it seems Bungie finally had enough and said “fine, here’s all the armor ya jags.” And that means they now have complete looks at six new sets coming to the game with Shadowkeep. And I have to say, I think for the most part, Bungie is back on its armor game.

Here are all the sets, along with where you get them, and my thoughts on each:

Dreambane (from activities on the Moon)

I have a hunch this is going to be forged with the help of Eris, rather than being a purely random world drop, but we’ll see. They saw this set when Bungie was first promoting Shadowkeep and I still really like it, even the seemingly goofy Witch Doctor Warlock everyone seems to hate. All three of these are distinctive, fit with the theme of this season (Moon’s haunted), and extremely well done.

Garden of Salvation (from the raid)

Here’s Mr. Controversial. Bungie has confirmed that yes, the leaked PAX set is the raid set, and yes, it’s a reskin of Curse of Osiris Eververse armor, albeit an elaborate one. I am a little surprised they didn’t address that issue at all in this post, as they didn’t mention their rationale behind the reskin, and this reveal shoots down theories this was going to be “evolving” Solstice style armor, so far as they know. It looks good, I suppose, with the new textures and the holographic highlights, but I don’t even think it’s one of the top three best sets of this season, which isn’t great for a raid set. But at least it’s all out in the open now and the community can deal and move on.

Substitutional (from Vex Offensive/Battle Pass)

This is the armor you’ll grind for in Vex Offensive, and the set you get copies of when you level up the battle pass in the season rank system. It’s definitely the most bland set of all the ones shown here, but I kind of dig it being a little understated, and I could see myself using a few of these pieces with the right shaders. Not every hit needs to be a home run, and if the seasonal activity is the thing going away, this is the armor set that will disappear for a while, which I don’t think should pain anyone greatly.

Phenotype Plasticity (Universal Ornaments from the Battle Pass)

Now we’ve hit the Holy Grail. This set is just absolutely fantastic on every level, for every class. Those Titan wings. That hood-less Hunter helmet. It’s going to be a must-have, which is probably why it’s in the “premium” tier of the battle pass as an unlock, and my guess is that it will be found in its higher ranks. But again, if you have bought Shadowkeep (which you need for all these other sets) you can get the Premium track of the battle pass and grind for this. So I can’t consider this “paid” armor. This maybe should have been the raid set instead of the reskin, but I’m also kind of glad it’s a universal ornament that can go on anything (including the raid set, I suppose).

Iron Will (from Iron Banner)

I said a few unkind things about this “Samurai Astronaut” set on Twitter yesterday, but I’ve kind of warmed up to it. I just really, really like the last IB set, but I think this one is pretty solid as well the more I look at it. The Warlock chest in particular is well done, and I like the Hunter helm and pretty much the whole Titan set. It may not be some of IB’s best ever armor, but it’s solid.

Empyrean Cartographer (Universal Ornament from Eververse)

This is one set they really hadn’t seen at all except for two seconds of the Hunter armor in a trailer. People thought (myself included) the Phenotype set was the Eververse set, but that’s not the case. This set is…certainly unique, I’ll give it that. I think the wacky shaders are making it hard to tell how good it actually could look, but a few of these pieces jump out to me as pretty neat, like the Titan arms and Hunter cloak. It bothers me one side of the Warlock robe is shorter than the other. Anyway, I’ll buy it. I always buy it, but especially now that Eververse stuff is universal ornaments.

It’s a good collection. They can keep arguing about the raid armor reskin issue if they want, but honestly I’m ready to move on now that I know that there are a bunch of great new sets to farm from a lot of different places. It’s not ideal, but it’s not the end of the world either. Overall, I think Bungie has done a solid job with these, and now I want to see all the new weapons too. But I’m okay just waiting to play for that.

F-2 dependents are defined as a spouse or an unmarried minor child (<21 years of age) of an F-1 student.

• may enter the US with the F-1 student or after the F-1 student arrives but never before
• cannot be employed and may not volunteer for any opportunity that should be a paid position
• For first entry to US, must have Form I-20 with signature on page 1
• For later reentry, must have Form I-20 with travel signature on page 2 that is less than a year old whenever reentering the US, along with passport valid for at least six months and valid F-2 visa
• may be enrolled part-time as a degree seeking or non-degree seeking student at Purdue University (Exception: Elementary, middle school, & high school students may enroll fulltime)
• must exit the United States if F-1 student has been outside US >5 months or when the F-1 ends their program

Inviting an F-2 Dependent

F-1 students may invite a spouse or unmarried minor children to join them at Purdue University by submitting a MyISS eform request.

1. Go to MyISS (BoilerKey required)>F-1 and J-1 Student Services>Dependent Management Group>Request to Add a Dependent
2. Complete the eform providing the following:
   • F-1 documents
     • If the passport record on file with ISS has expired, the F-1 must upload the new passport
     • F-1 visa
     • Current I-94
   • Evidence of financial support (bank statement, sponsor letter, assistantship letter, etc) showing sufficient funding to cover F-1 expenses plus $600 per month for each dependent to be added. If multiple documents, merge them together into one file to upload
   • Passport copies for each dependent  
3. Submit eform: request will be complete within 14 days

ISS will prepare a dependent I-20 marked "for use by dependents".

F-2 Visa Application

The dependent(s) will then use the I-20 to apply for an F-2 dependent visa at the US Embassy or Consulate. The following items must also accompany the visa application:

1. Proof of relationship:
   • Spouse: Original or attested true copy of marriage certificate
   • Child: Birth Certificate
2. Original financial documentation
3. Demonstration of residence abroad
4. DS-160: Online Nonimmigrant Visa Application
5. Passport for each applicant

Report Dependent Arrival

When the F-2 dependents arrive in the US, the F-1 student must submit MyISS>F-1 and J-1 Student Services>Dependent Management Group>Report Dependent Arrival.

Remove Dependent

If the F-2 dependent changes their status successfully to another status (such as F-1), the F-1 principal visa holder must have the dependent record and dependent expenses removed from their SEVIS record. The F-1 should also update their record if their relationship has changed (death, divorce).

To update the F-1 record, submit MyISS>F-1 and J-1 Student Services>Dependent Management Group>Request to Remove a Dependent

Mexico’s immigration agency said Friday its agents have detained two Iranians who they say were under observation by the FBI.

5 BODIES FOUND STUFFED INSIDE VEHICLE IN RURAL MEXICO

The National Immigration Institute did not say what the supposed FBI investigation was about.

The agency said a total of five Iranians were detained along with their Haitian driver, who was apparently acting as their guide on a highway between the Baja California border cities of Tijuana and Tecate on Wednesday.

It said their car was stopped at a toll booth because agents suspected they were going to try to cross into the United States.

The agency said two of the Iranians were "under observation by the Federal Bureau of Investigations."
