EAW will also build a new facility at Salesforce Tower in Indianapolis to provide opportunities for 200 area students by 2025 to learn and earn with major companies.

The work-based learning nonprofit allows students to earn up to $5,250 in tuition assistance while gaining valuable on-the-job skills. Recruitment and hiring of local students is currently in process during the last months of 2023, the organization said.

EAW will also design and build a technology platform for companies to hire and manage students remotely, it said. This will provide students with tech skills opportunities to work part time on a flexible schedule.

"The traditional way that students earn money to pay for college is broken," said Jane Swift, Education at Work president and former Massachusetts governor. "We've found a way to flip the script by bringing employers to the table, helping to dramatically boost student earnings and significantly reduce financial barriers to college completion. This generous grant will accelerate their impact and help more students access flexible work experiences and earn money to offset the total cost of college attendance — all while developing transferable skill sets that will help them succeed in the workplace long after graduation."

In its decade of existence, EAW said it has funded over $100 million in combined wages and tuition assistance for almost 8,000 students, saving them nearly $15,000 in debt by the end of their college careers. Its campus-based partnerships include Arizona State University, Northern Kentucky University, and the University of Utah.

"Eighty-six percent of graduates are employed full time within 90 days post-graduation in comparison to a national trial of college graduates (69%)," the organization said.

"Empowering their students to become the workforce of tomorrow isn't just about imparting knowledge — it's also about increasing financial access to education and fostering opportunities for professional growth and connection," said Becky Ferguson, Salesforce Foundation CEO. "The Salesforce Foundation is proud to support Education at Work as they work to expand these pathways for student success."

The Biggest Tech Talent Gap Can Be Found In The SAP Ecosystem

Unless you’ve been asleep since the last Bush administration, you’re probably aware that employers are having a hard time finding qualified talent for jobs which demand tech skills. Qualified talent means having the requisite skills and – increasingly – relevant experience, which is turning the concept of an entry-level job into something of an oxymoron. The tech skills in question span way beyond coding. As the vast majority of good jobs now utilize software platforms for some or most functions, coding is the least of employers’ worries. Companies want talent that knows how to implement, integrate, configure, and run thousands of software platforms used to run 21st century businesses.

As I’ve chronicled America’s skills and talent gap, I’ve focused on hot areas like cybersecurity and data science, new software platforms like Salesforce and Workday, and hundreds of other software-as-a-service companies providing digital functionality for specific industries or job functions e.g., finance hospitals (Epic), insurance agents (Applied Epic), home care (WellSky), construction (Procore), pharma (Veeva), sales and marketing (Hubspot), customer service (Zendesk), software development (Atlassian), low-code app development (Pega), cloud computing (AWS), and digital transformation itself (ServiceNow).

But Salesforce and Workday aren’t the most widely used software platforms – not even close. The platforms with the most users are enterprise resource planning (ERP) systems like SAP and Oracle. One reason is that they’re much older; SAP and Oracle were founded in the 1970s. Another is that ERP systems were designed to handle the full suite of business functions, including accounting, budgeting, project management, and supply chain management. As a result, most large companies and organizations adopted ERP long before Salesforce was even a gleam in Marc Benioff’s eye; SAP has more than 425,000 clients across 180 countries – nearly 3x the number served by Salesforce.

SAP clients have always needed SAP certified talent on hand to maintain, adapt, and enhance their on-prem ERP platforms – SAP currently offers 145 certifications, many of which are specific to individual modules. But the need for SAP talent is growing dramatically due to a major shift. Due in part to companies like Salesforce, businesses now buy and consume software differently. Rather than installing and hosting on-prem instances, SAP is migrating clients to the cloud via its S/4HANA platform. The benefits to clients of running ERP in the cloud are many including scalability, feature availability, security, and cost savings. But migrating an entire ERP to the cloud is no small matter.

As SAP’s 2027 deadline for migrating legacy ERP systems to S/4HANA is fast approaching, clients have some major decisions to make. While S/4HANA works both on prem and in the cloud, the advantages of cloud adoption are steadily increasing, and clients who delay too long may face challenges with outdated infrastructure. So for most clients, the S/4HANA migration is synonymous with moving to the cloud.

All this requires talent. Back in 2020, a survey by the Americas SAP User Group found that only a fraction of SAP consultants were trained and prepared for the coming tsunami of S/4HANA work. SAP has since responded with the Partner Talent Initiative, offering training curricula 2-3-week-long free online bootcamps to SAP partners and aspiring consultants. But the talent gap is still massive. New research from the Americas SAP User Group found a 25% of users said the talent gap was holding up projects overall and 49% reported a lack of S/4HANA talent.

It's not only clients. According to the SAP User Group, the SAP talent gap is hitting SAP partners like systems integrators and consultancies at least as much as clients. As Geoff Scott, the CEO of the Americas SAP User Group told The Register:

We are going to feel the pinch of that skill gap. My word of caution is that as you think about moving to S/4 if you have not already, the ability for you to plan that migration may hit some turbulence related to skill gaps with your external partners. That's something that you absolutely positively should consider.

Thomas Michael, founder and CEO of Michael Management, a leading provider of SAP training, agrees:

According to their surveys of 1000s of SAP professionals, 4 out of 10 say they have not received enough SAP training to perform their job duties. This not only highlights a critical gap in professional development but also presents an opportunity for organizations to rethink their training strategies. The future of SAP lies in empowering professionals with the knowledge and tools they need to embark on the S/4HANA upgrade journey.

What are some options for closing the SAP talent gap? It’s unlikely that colleges and universities will come to the rescue. In an article a few years ago on Texas A&M’s effort to launch courses in cybersecurity, the Chronicle of Higher Education American higher education’s paper of record – reached the following conclusion: “Work-force demand can lead some institutions to teach students the skills needed for today’s entry-level jobs. But those tools may well be obsolete five or ten years from now.” The implication – one that is absolutely in the mainstream of college and university thinking – is that updating curriculum to reflect near-term technology needs may not be a worthwhile pursuit because such needs will change. And even if colleges, universities, or – more likely – bootcamps did offer S/4HANA training, it wouldn’t do much to close the growing experience gap.

The most promising solution is one that delivers not only training but also experience. I’m talking about apprenticeship. Apprenticeships are jobs with built-in training and experience, allowing for the hiring of apprentices without either. As I discuss in my new book, Apprentice Nation, apprenticeships have the potential to close the talent gap across hundreds of sectors as well as to reinvigorate socioeconomic mobility. SAP is no exception.

If apprenticeships are the best solution for the SAP ecosystem, where will they come from? Don’t look at SAP clients. They’re unlikely to solve this problem themselves. In a reaction to the higher cost of bad hires and increased employee churn, employers are increasingly insisting on the perfectly qualified candidate. If job applicants don’t check all the boxes, they won’t be considered. Peter Cappelli of Wharton has observed this phenomenon: “Employers are demanding more of job candidates than ever before. They want prospective workers to be able to fill a role right away, without any training or ramp-up time. To get a job, you have to have that job already.”

My best guess is that new S/4HANA talent will come from one or more SAP partners that decide to get into the business of providing trained, proven talent to clients and other partners. By deploying newly trained talent on migration projects or directly to clients and partners via staff augmentation, enterprising SAP partners can stand out in a mature partner ecosystem, and in so doing, launch thousands of remunerative SAP careers.

Over the next few years, I expect to see SAP partners launching new initiatives to provide trained, proven S/4HANA talent to SAP partners and clients. With so many clients and partners in need of talent, the opportunity is far too vast to remain unfilled for very long.

Administration's Student Assistance Regulations Are A Recipe For Corruption

Politico recently released a 3,000-word investigative article detailing the planned takeover of Apollo Education Group, the company which owns the University of Phoenix for-profit college chain. Pending approval by the U.S. Department of Education and accreditors, Apollo will undergo an acquisition by Vistria Group, for which the COO, Tony Miller, is President Obama’s former second-in-command at the Education Department. This, as authors Michael Stratford and Kimberly Hefling write, “raises questions.”

As Deputy Education Secretary from 2009 to 2013, Tony Miller oversaw the writing and implementation of regulations which explicitly targeted for-profit colleges such as the University of Phoenix. When President Obama was inaugurated in 2009, Apollo Education Group’s stock traded at around $87 per share. It has since fallen by nearly 90%, to just $9 in the past week.

Now, Miller’s company is set to acquire Apollo for a bargain. He is not the only Vistria official with connections to the Obama Administration—the group’s co-founder and co-CEO is Marty Nesbitt, a longtime friend of the president. Politico reports:

What stands out about the proposed deal is that several key players are either close to top administration officials, including the president himself, or are former administration insiders — especially Miller, who was part of the effort to more tightly regulate for-profit colleges at the very agency now charged with approving the ownership change. […]

“There is at least a taste of unseemliness involved in this,” said Mark Schneider, a former top education official under President George W. Bush. “They regulate it. They drive the price down. …They are buying it for pennies on the dollar.”

Apollo Education and the University of Phoenix may have deserved to collapse, and might have gone down even without tighter regulation. The institution has been subject to fines and enforcement actions that long predate the Obama Administration. It is subject to investigations by state attorneys general of both parties. Without the cash cow of federal student aid, perhaps the school would have never reached the heights it did.

But the affair underscores how regulation can serve purposes other than the public interest, when the regulators or their allies have a stake in one outcome or the other. And the susceptibility of regulators to such bad incentives is about to get much worse.

Earlier in June, the Obama administration unveiled a new proposed rule which would cut a for-profit or non-profit college off from federal aid programs when a federal or state oversight entity, such as a state attorney general or a federal regulator, sues the institution for a substantial amount. (Public institutions are exempt.) The oversight entity does not have to prove anything in court—the suit itself will trigger loss of federal funds unless the college puts up, within 30 days, letters of credit equal to 10% or more of its student loan revenues.

Many colleges, particularly for-profits which do not have large endowments or government grant money to cushion the loss of student loan funds, will collapse if a state attorney general or federal regulator files a lawsuit. Independent verification of whether the suit’s claims are compelling might not happen until it is already too late for the college. The whims of individual politicians and regulators, each of whom face their own set of incentives that might not align with the public interest, could determine whether a private college survives or collapses.

If the University of Phoenix affair raises eyebrows, imagine the opportunity for questionable conduct under the new regulations. Any attorney general could unilaterally drive a private college to the brink of bankruptcy, thus allowing a political ally to buy it up at a fire-sale price. These regulations could spawn a dozen Tony Millers. Moreover, the colleges they take down could be much less deserving of their fate than the University of Phoenix.

It is perfectly reasonable—and desirable—to place standards on receipt of federal money. However, those standards should be clear and objective, not based on the subjective decisions of individuals. That is because individuals are imperfect and always will be. Colleges, and the students who attend them, will suffer accordingly.

Yes! The MPA at UMass Lowell is designed to accommodate traditional master's students and working professionals. While a traditional full time course load is nine credits (3 classes) students may work with their academic adviser to develop options for part time attendance in the program. How long will the MPA program take to complete?

Students in the MPA program are required to complete 39 credit hours of coursework, meaning most full time students should complete the program in four semesters. Here’s who could be eligible for student-loan forgiveness under the Biden administration’s latest plan

The Biden administration provided the most detail yet about who could be eligible for relief under its latest plan for student-loan forgiveness. 

The categories of borrowers who may qualify for debt cancellation are far from certain. The Department of Education is in the midst of a rulemaking process that will ultimately determine the scope of any debt-relief plan. The details released Monday are part of an agency proposal that will be finalized over the next several months. 

But if the eligibility criteria for relief the Department is proposing remain intact, the debt forgiveness will likely be more targeted than the administration’s initial plan, which the Supreme Court struck down in June. Under that plan, borrowers earning less than $125,000 would have had up to $20,000 in debt forgiven. 

Still, in some ways, the proposal appears to incorporate elements of the initial plan of mass-debt forgiveness. It also gets at some of the systemic issues with the student-loan program that borrower advocates have complained about for years. 

Here’s who could be eligible:

Certain borrowers on income-driven repayment plans who owe more than when they entered repayment: Under income-driven repayment, the government provides borrowers with the ability to repay their debt as a percentage of their income and have the remainder forgiven after at least 20 years of payments. Historically, because monthly payments on these plans are tied to income, some borrowers’ payments were so low that they didn’t touch the loan principal and borrowers watched their balances grow. 

Under the Department of Education’s proposal released Monday, borrowers enrolled in one of these plans would be eligible for up to $20,000 in debt relief, if they have an income that is below 225% of the poverty line and a balance that is larger than when they initially entered repayment. The agency is proposing to waive up to $20,000 of the gap between what a borrower owes currently and what they owed when they entered repayment. 

Borrowers who are earning less than $125,000 as a single individual and less than $250,000 as a married couple, and are also enrolled in SAVE, would be eligible to have up to $20,000 of the amount they owe above their balance when entering repayment canceled. SAVE is the version of income-driven repayment that the Biden administration launched earlier this year. 

Other borrowers who owe more than when they started paying back their loans: All other borrowers who don’t fit into one of these categories would have up to $10,000 of the amount they owe above their balance when they enter repayment waived. 

Under the Department’s proposal, a borrower earning less than 225% of the poverty line, who  is in a repayment plan other than income-driven repayment and who owes more than their balance when they entered repayment would be eligible for an additional $10,000 in cancellation. 

Borrowers who entered repayment decades ago: Borrowers with only undergraduate loans who have been in repayment for at least 20 years would receive a one-time debt cancellation. All other borrowers would be eligible for cancellation on loans that entered repayment 25 years ago, the agency said. 

Borrowers eligible for forgiveness in other programs, but who haven’t applied:  For years, borrowers and advocates have complained that borrowers face challenges accessing relief under Public Service Loan Forgiveness, an initiative that allows borrowers who work for the government and certain nonprofits to have their debt canceled after at least 10 years of payments. Under the Department’s proposal, borrowers who are eligible to have their debt canceled under PSLF, but haven’t applied for the relief would have their debt wiped away. 

In addition, borrowers who are eligible for cancellation under income-driven repayment, which wipes away debt after at least 20 years of payments, would have their debt forgiven even if they didn’t apply for the relief. 

Borrowers who attended programs that didn’t provide them with financial value: Recently, the Department of Education announced rules aimed at pushing career schools out of the federal financial aid program if they don’t adequately prepare students to land a job. Under the Department’s proposal released Monday, borrowers who attended schools or programs that closed precipitously or where the agency has taken steps to stop students from borrowing to attend that institution in the future would have their debt canceled.

Proposal could face litigation but not for at least several months

The release of the proposal is the latest step in a process that will determine who is eligible for debt cancellation. After the Supreme Court struck down the Biden administration’s initial plan, the president vowed to take another stab at debt relief. But as part of this second attempt, the agency has to go through negotiated rulemaking, a process that includes taking feedback from stakeholders on any proposal. 

These stakeholders are meeting for their last session next week. After that, the Department will develop a proposal based on their feedback that the agency will publish for public comment. Once the Department digests the public comments, they’ll release a final rule.

Like the Biden administration’s initial plan, the proposal is likely to face legal challenges. Still, it’s doubtful that any opponents will sue over the plan until the final rule is released.

The plan for debt forgiveness released Monday is separate from the $127 billion in debt cancellation that the Biden administration has been announcing over the past several months. That relief covers borrowers who were already eligible for debt forgiveness under existing programs, but due to technicalities and paperwork challenges struggled to actually have their balances wiped away.

Nearly $5 billion in additional student loan forgiveness approved by Biden administration

Nearly $5 billion in additional student loan debt forgiveness for over 80,000 student borrowers has been approved, the White House announced Wednesday. The relief is made possible by fixes to the Public Service Loan Forgiveness program.

This latest $4.8 billion in relief brings the grand total of approved debt cancellation by the administration to $132 billion for over 3.6 million Americans, according to the White House.

Borrowers are eligible for relief through the Public Service Loan Forgiveness program, which allows certain public-sector employees to have their remaining debt forgiven after they have made 10 years' worth or payments, or if they "have been in repayment for at least 20 years – but didn't accurately get credit for student loan payment," the White House said.

"From Day One of my Administration, I vowed to Excellerate the student loan system so that a higher education provides Americans with opportunity and prosperity — not unmanageable burdens of student loan debt," said Biden.

"I won't back down from using every tool at their disposal to get student loan borrowers the relief they need to reach their dreams."

In October, the Biden administration announced that it would be forgiving $9 billion in student debt for 125,000 borrowers, a move that coincided with the resuming of student loan repayments after a more than three-year hiatus.

This most recent debt cancellation is the latest push by the Biden administration to erase some student loan debt following a June ruling by the Supreme Court that invalidated the administration's plan for broad-based student loan forgiveness. The plan would have helped more than 40 million borrowers erase up to $20,000 each in debt.

"In the wake of the Supreme Court's decision on their student debt relief plan, they are continuing to pursue an alternative path to deliver student debt relief to as many borrowers as possible as quickly as possible," said Biden.

Borrowers can visit studentaid.gov to apply for this latest round of forgiveness.
